Concordia-Chicago faculty member and doctoral student appointed to ISBE Professional Review Panel
Dr. Michelle Turner Mangan, associate professor and chair of the Department of Research at Concordia University Chicago, and Susan Harkin, graduate student in CUC’s educational leadership doctoral program, have been appointed to the Illinois State Board of Education (ISBE) Professional Review Panel by the state Superintendent of Education, Dr. Tony Smith.
Harkin is a chief school business official in District 300 in West Dundee, IL. She is one of two appointees recommended by a statewide organization that represents school business officials. She will serve a three-year term on the panel.
Dr. Mangan will serve on the panel reviewing and making recommendations for school funding. She was chosen as one of two independent experts recommended by public universities in the state of Illinois.
“I am excited to have been appointed to serve on the the ISBE Professional Review Panel for a three-year term,” said Dr. Mangan. “I very much appreciate the continued support of my research and policy efforts by my colleagues at Concordia-Chicago.”
Dr. Mangan played a prominent role in reforming Illinois’ outdated school funding system using the evidence-based model. She presented twice to the governor’s taskforce on school funding reform, and gave countless presentations around the state to school business official groups. From 2008-2010, Dr. Mangan led the Illinois School Finance Adequacy Taskforce, which introduced the evidence-based model to legislators, education advocates, business community members and others; this served as the launching pad for the policy work that she continued, culminating in the Illinois school funding law signed in 2017.
