Candidates must complete the following curriculum:
- EDL 6150 – School District Financial Planning and Analytics
This course the role of the chief school business official in planning and allocating financial, human resource and other resources to promote student performance. Students will identify effective strategies to provide district resources to promote student performance. Students will identify and analyze how district resources can be allocated to provide for and advocate for every child. - EDL 6211 – Principles of School Business Management
This course examines all aspects of school business management to include finance, human resources and auxiliary services. Students will explore the effect of resource management on protected classes such as low income, special education and ELL students. Lastly, the course will explore the effect of resource management on student achievement. - EDL 6510 – School Fund Accounting and Budgeting
This examines all aspects of school business management accounting and budgeting, Integrity and competence are demonstrated as candidates show their understanding of the basic concepts and best practices related to school fund accounting and budgeting including legal and ethical considerations. ISSLC 1, 2, 3, 4, 5, 6; ELCC 1, 2, 3, 4, 6; SBMI 1, 2, 3, 5, 6, 7, 8, 15,17,20 ; field experience includes a Resource Allocation Interview with a district administrator.
- EDL 6520 – School Finance Law
This course examines the legal framework for school finance law. Case law will be examined and applied to legal problems that confront chief school business officials. Students will explore the effect of school finance legal decisions on protected classes such as low income, special education and ELL students. Lastly, the course will explore the effect of school finance legal decisions on student achievement. ISSLC 1, 2, 3, 4, 5, 6; ELCC 1, 2, 3, 4, 6; SBMI 1, 2, 3, 4, 8, 9, 10, 11, 12, 13, 21; field experiences include Screening, Interviewing and Selection Process; Capstone project –Legal Case Analysis - EDL 6986 – Internship in School Business Management I
This required 16-week internship course in the Chief School Business Official’s Endorsement program supports the development of servant-leaders in public schools. Integrity and competence are demonstrated as candidates show their understanding of the basic concepts and best practices related to school business management. Competency is demonstrated through the completion of case studies addressing issues related to policy, application of school business management principles, and diversity. Creativity is expressed in thoughtful approaches to case studies and the application of field experiences to the school setting. - EDL 6987 – Internship in School Business Management II
This required 16-week internship course in the Chief School Business Official’s Endorsement program supports the development of servant-leaders in public schools. Integrity and competence are demonstrated as candidates show their understanding of the basic concepts and best practices related to school business management. Competency is demonstrated through the completion of case studies addressing issues related to policy, application of school business management principles, and diversity. Creativity is expressed in thoughtful approaches to case studies and the application of field experiences to the school setting. - EDL 6220 – School Organization and Human Resources
This course examines leadership theory and its impact on educational organization, culture, leadership skills and processes. Creativity is expressed in thoughtful approaches to case studies and the application of field experiences to the school district setting. ISSLC 1, 2, 3, 5, 6; ELCC 1, 2, 3, 5, 6; SBMI: 2, 4, 9, 10, 11 field experience: using a spreadsheet, chart or other appropriate organizational tools to describe and critique personnel practices (recruitment, selection, induction, retention, and evaluation), policy formation, staff development and collective bargaining practices in a district. - Plan and a Reflection Paper
- EDL 6310 – Schools, Parents and Community Relations
This course examines parent involvement, partnership models, community resources and organizations, community member involvement, public relations, politics and influence in decision-making, larger context skills, communications with all stakeholders: students, staff, parents, community. Competency is demonstrated through the completion of field experiences and reflections addressing issues related to policy, application of district mission and vision, and diversity. Creativity is expressed in thoughtful approaches to examples of partnerships in the field and the application of field experiences to the school district setting. - EDL 7110 – Strategies of Educational Leadership
This course is an analysis and examination of leadership theories and practices that promote instructional leadership emphasizing parent, staff and community collaborations for effective teaching and learning. ISLLC 1; 2; 4; 5; ELCC, 1; 2; 4; 5 6; SBMI: 1, 2, 4, 9 field experience: develop a one-year Professional Development Plan. - Plan and a Reflection Paper
- EDL 7120 – Research Based Decision Making
This course examines research in support of decision-making. An analysis of current research and techniques to utilize research to support data analysis and application to change processes in the organization. ISSLC 1, 2, 3; ELCC 1, 2, 3; SBMI: 2, 3, 6, 17, 18 field experience: candidates choose a topic of interest and relevance in their work in schools. They write an empirical question (one that can be measured) and supporting questions that will guide their inquiry. This assignment is the major Case Study Paper that is the culminating project for this course. – Research topic and a Reflection Paper - EDL 7220 – HR Administration and Bargaining
This course provides students working in professional settings opportunities to research, practice problem solving and leadership skills as applied to human resource issues. People, and the knowledge and skills they bring to the organization, are an organization’s most important asset. Students will examine their own style and vision as it fits into the global issue of human resource planning, recruitment, selection, placement, development, appraisal, legal issues and human relations. ISSLC 1, 2, 3, 5, 6; ELCC 1, 2, 3, 5, 6; SBMI: 2, 4, 9, 10, 11 field experience: Describe your district’s process for screening, interviewing, and selecting new staff. What, if any, differences are there in the processes for hiring teaching versus non-teaching staff. Write a two to three page paper summarizing your topic. Use the text and outside sources to highlight best practices in the process. Plan and a Reflection Paper - EDL 7310 – Organization and Community Partnerships
This course examines the nature of organizational thought, behavior, development, and change in order to build effective community outreach and partnerships. Topics explored include organizational development and behavior, systems theory, leadership, organizational and community culture, climate, political structures, community groups and other influencing factors, which impact organizational decision-making. ISLLC 1; 2; 4; 5; 6 ELCC, 1; 2, 4; 5, 6; SBMI 1, 2, 9, 10, 17, 18, 19 field experience: develop a school community partnership assessment. The final project will require candidates to read and review Duffy’s Mastering Awareness: One Key to Effective Leadership for Transforming School Systems and apply its theoretical underpinnings for purposes of examining and discussing the interplay between a school/district and the external environment ( community partnerships/relationships). - Plan and a Reflection Paper
Endorsement Program Start Dates
Candidates may start any of the endorsement programs at the start of the fall, spring or summer terms.
Learning Objectives
By pursuing a CSBO, you will gain a solid foundation in school business administration. You will acquire skills in budgeting, facilities management, human resources, public relations, and legal issues that are required to be a successful administrator. Included in the curriculum are six hours of clinical experience as required by the State of Illinois to be eligible for the CSBO endorsement.
